Series of Regulatory Choices No. 7 - Method for Estimating the Conservation Effects of Energy Prepayment
Explores the potential link between prepaid energy and reduced energy usage. A statistical analysis of customer energy usage is necessary understand whether new kinds of energy transactions can result in measurable energy efficiency or conservation savings. The connection between changes in consumer behavioral grounded in a feedback loop (access to better energy usage information) and an energy transaction (prepayment) is neither sufficiently documented nor understood. The white paper was commissioned by DEFG’s Prepay Energy Working Group in 2011 to set forth a methodology for research to be conducted in 2012.
